The grey thread on a green backing indicates this is a Police Arm Eagle for the Motorisierte Gendarmerie, responsible for the policing small communities, including more rural and mountainous areas. From 1937 Motorisierte Gendarmerie were also responsible for policing the nearly created Autobahns.
