The NSDAP was by nature a paramilitary organisation. The original purpose of these ranks was to provide leadership and organisation during election. After 1933, these ranks became a political chain of command, harmonising Nazi party leadership with local, regional and national government.
Dienstleiter was a high-ranking NSDAP rank, introduced in 1939. The rank was the second highest rank of the national Nazi party organisation, second only to the Reichsleiter.
