These medals are worn during Victory Day parades in Russia which commemorate the Soviet victory over Nazi Germany in The Great Patriotic War of 1941 - 1945. The Order of Victory Medal was the highest Soviet military decoration awarded. It was established on 8 November 1943 and was given to members of the armed forces high command for successfully conducting combat operations involving one or more army groups, and resulting in a radical change of the situation in favour of the Soviet Armed Forces.
